HB 166 and Why it's Important.

 

HB 166 is a bill in the Kentucky House of Representatives relating to implementing and regulating a medicinal cannabis program. This bill lays out qualifying conditions and protections for patients and caregivers, establishes a department to oversee licensing under the Department of Alcohol Beverage Control, encourages local economic growth by reinvesting back to “Area Development Districts”, as well as implements safety and packaging guidelines.

A incomplete list of the types of conditions the bill covers are as follows:

 

(a) terminal illness, peripheral neuropathy, anorexia, cancer, glaucoma, positive status for human immunodeficiency virus, acquired immune deficiency syndrome, hepatitis C, amyotrophic lateral sclerosis, Crohn's disease, mood disorders, Alzheimer's disease, lupus, muscular dystrophy, post-traumatic stress disorder, diabetes, sleep-wake disorders, fibromyalgia, autism, ulcerative colitis, arthritis, Parkinson's disease, traumatic brain injury, Tourette syndrome, movement disorder, porphyria, neurodevelopmental disorders, feeding and eating disorders, cognitive disorders, irritable bowel syndrome, or the treatment of these conditions;


(b) A chronic or debilitating disease or medical condition or its treatment that produces one (1) or more of the following: cachexia or wasting syndrome; severe, debilitating pain; severe nausea; seizures; or severe and persistent muscle spasms, including but not limited to those characteristic of multiple sclerosis;

 

This bill is important for so many patients and veterans across our Commonwealth. To not approve this bill would be a slap in the face to the thousands of Kentuckians that are looking for alternative treatments outside the realm of harmful pharmaceuticals.
